プロジェクトでSystem.Web.Http.dllを必ずアップロードしてください。コンパイル後、通常は 'bin'フォルダーで終了します。

私は記事を見つけることができませんし、よく覚えていませんが、特定のセキュリティパックのアップデート後、新しいバージョンは4.0.0.1です。私のために解決された4.0.0.1を削除してインストールします。
