これは依存関係の問題でした。私の解決策は

ダウングレードバージョン8 to 6.11からです。node-sassはnode.js 8をサポートしていなかったためです。その後、sass-loader, node-sass and postcss-loaderを最新バージョンにアップグレードしました。
