Ionic Forumで見つけることができます適切なプロキシ設定を使用するAPIサーバー。物理デバイス上で実行している場合、外部サービスに対する要求はnet :: ERR_CONNECTION_REFUSEDとなります。 ionic run android -l --deviceを使ってやや成功しましたが、ソケット接続を確立するときにもエラーが発生します。
